You can play the spec-ops or multiplayer game modes in local two-player split-screen. You are unable to play Call of Duty: Modern Warfare's campaign in split-screen, or play with more than two people on one screen. The spec-ops game mode, often known as the co-op game mode, can be played in two-player local split screen without limitations.
I am able to create classes locally with these weapons when the other players aren't connected, but it seems like as soon as a 3rd person joins locally, all classified unlocked weapons lock back up again. The class with the classified weapon shows as greyed out and I can't use it in combat without changing to a default weapon.
Call of Duty isn't the first game I think of that is popular for 4 people. That is typically along with Wii games and I suppose Halo. Again I'm sure other people are more annoyed by the loss of 4-way local multiplayer, but personally it doesn't change my playing at all.
